Development and Implementation of Digital Services for Businesses via the ePermit System and Pulse

The digitalization of public services for businesses is one of the priorities of the Government of Ukraine and aims to:

  • simplify regulatory procedures;
  • reduce administrative burden;
  • minimize corruption risks;
  • ensure a transparent and predictable environment for entrepreneurship.

Since the start of the full-scale invasion, the role of digital services has increased significantly — they have become a key channel of interaction between the state and businesses, as well as an integral part of economic recovery policies.

The project for the development and implementation of digital tools for businesses includes the following solutions:

ePermit  — a system for the digitalization of permitting and licensing procedures.

Pulse — a business feedback platform for interaction with public authorities.

These solutions are aimed at increasing transparency, efficiency, and quality of public services, as well as generating data necessary for evidence-based, business-oriented decision-making.

The Better Regulation Delivery Office (BRDO) implements the full delivery cycle of the ePermit system and the Pulse platform, including business process reengineering, legal support, and technical implementation.

This project is implemented by the Better Regulation Delivery Office (BRDO) within the framework of the international cooperation program “STEP IN 2 EU.” The program is co-financed by the governments of Germany and Norway, as well as the European Union under the EU4Business initiative, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

About the ePermit System

The ePermit system ensures the digitalization of the full lifecycle of procedures for issuing licenses, permits, declarations, and other public services. The system предусматриes the creation of separate registries for each type of document, their unification, integration with the Diia Portal, and the use of the Diia.Engine platform, which provides technical support, security, and scalability.

Implementation status of the ePermit system:

  • initial registries have been launched;
  • the regulatory framework for launching new services has been prepared;
  • integration with the Diia Portal has been ensured;
  • development of second-phase registries is ongoing.

About the Pulse Platform

Pulse (Pulse.gov.ua) was created to collect and process business feedback on public services. The platform enables service quality assessment, identification of barriers, submission of requests, and provides communication mechanisms between businesses and public authorities. The tool supports request processing through a CRM system and integrates with government information systems.

Implementation status of the Pulse platform:

  • an MVP has been implemented;
  • a CRM system has been integrated for regional military administrations;
  • integrations with government platforms have been completed;
  • deployment of next-stage modules (Pulse 2.0) is being prepared.
