AI Tool for Monitoring Draft Laws — BRDO Presents the “Regulatory Monitor” Bot

BRDO) is launching a digital tool to monitor legislative initiatives — the “Regulatory Monitor” Telegram bot. It provides rapid access to new draft laws and generates concise analyses of explanatory notes using AI.

Dozens of new draft laws regularly appear on the website of the Verkhovna Rada of Ukraine. Manually monitoring these updates takes hours of working time and creates the risk of missing important changes.

Regulatory Monitor automatically tracks all newly submitted draft laws on the pages of the relevant parliamentary committees and sends notifications containing the following information:

  • the draft law number and title;
  • the initiator and their political affiliation, as well as the lead committee;
  • a link to the document page;
  • a brief overview of the explanatory note (AI-generated summary).

“AI can make the work of public institutions more transparent and easier to monitor. Regulatory Monitor is a step toward ensuring that every expert, entrepreneur, or activist can learn about legislative changes in a timely manner and influence them,” commented Ihor Samokhodskyi, Head of the IT and Telecom Sector at BRDO.

The tool is designed for think tanks, civil society organizations, business associations, companies, lawyers, media outlets, and stakeholders working in public policy analysis and regulatory impact assessment.

The bot is updated hourly and sends notifications immediately after a draft law appears on committee pages. Users can select only those committees relevant to their field of activity.

Currently, Regulatory Monitor is operating in a beta version and is in the pilot testing phase. This allows the team to test hypotheses, improve algorithms and functionality, and collect user feedback for the further development of a full-scale solution.

Background:

BRDO actively explores the use of AI for legal and analytical work. In particular, in 2025 the team launched a number of AI-based tools:

  • The Telegram channels “301 Monitor” and “Corruption Radar”, which automatically publish short AI-generated summaries of new court verdicts under articles related to the circulation of pornography and corruption-related crimes, respectively. These services use data from the court registry search service “Babusia” by Opendatabot.
  • An interactive chat tool based on NotebookLM for in-depth analysis of court verdicts under Article 301 of the Criminal Code of Ukraine.
