The Cabinet of Ministers of Ukraine has adopted a resolution improving administrative procedures within the e-Permit system, with a focus on digitalisation, automation, and unified rules. The resolution updates approaches to providing permitting and licensing services.
What does the resolution change?
The changes concern administrative services implemented through e-Permit during the first stage, particularly in the fields of veterinary practice, tour operator activities, educational activities (pre-school level), activities related to the circulation of narcotic drugs, psychotropic substances, and precursors, and the issuance of findings on deadline limits for settlements.
Key changes:
- New digital procedures. Processes for staying an application, leaving it without consideration, and closing proceedings have been digitalised. Instead of an automatic rejection, the applicant is given the opportunity to rectify deficiencies.
- Unification of rules. Procedures have been brought into alignment with the Law of Ukraine “On Administrative Procedure”. Terminology and processes have been unified, including rejections, appeals against decisions, termination of licences, and closing of proceedings.
- Changes in veterinary practice. Activities will no longer be carried out on a declaration basis and will transition exclusively to licensing with full digitalisation. An AI module has been integrated into the system for the automatic verification of documents.
- Automatic data verification. Provision is made for the automatic verification of information through electronic systems integrated with e-Permit. A transition period has been established for entities in the field of veterinary practice. Previously submitted declarations remain valid for three months, during which time the relevant licences must be obtained.
Why is this important?
The resolution strengthens the role of e-Permit as the core digital infrastructure for permitting and licensing procedures and establishes transparent, predictable, and convenient rules for business.

The Better Regulation Delivery Office (BRDO) manages the full implementation cycle of the e-Permit system and the Pulse platform, including business process re-engineering, legal support, and technical implementation.
