How Data Holders Are Implementing the September Amendments to Resolution No. 835 — According to BRDO’s Updated Dashboard
What was expected to change after the September amendments?
- New data holders were expected to create accounts on the Open Data Portal.
- New datasets were to be published either by newly designated or existing data holders.
However, no significant improvements in compliance indicators under Resolution No. 835 have been recorded.
Who has still not registered on data.gov.ua?
Following the update of the Resolution, 10 data holders still do not have accounts on the Open Data Portal. Among them are:
- State Agency PlayCity — 11 datasets;
- LLC “Gas Transmission System Operator of Ukraine” — 7 datasets;
- Council of Judges of Ukraine — 6 datasets;
- Ukrainian Linguistic and Information Fund of the National Academy of Sciences of Ukraine — 5 datasets;
- Ethics Council — 5 datasets.
Without an account, data holders are physically unable to publish the datasets required by the Resolution.
The only new data holder that created a page on the Portal is the State Enterprise “State Road Transport Research and Design Institute”. However, it has not published a single dataset to date.
Which new data holders were expected to begin publishing?
The September amendments increased the number of central-level data holders from 76 to 97.
Among the newly designated bodies, only four have published mandatory datasets: the State Migration Service of Ukraine, JSC “Ukrposhta”, the Shipping Administration, and the Ukrainian National Office for Intellectual Property and Innovations. The remaining new data holders have not published any datasets required under the Cabinet of Ministers’ Resolution. These include:
- NNEGC “Energoatom”;
- Bureau of Economic Security of Ukraine;
- National Police of Ukraine;
- Main Service Centre of the Ministry of Internal Affairs;
- Ukrainian Linguistic and Information Fund of the National Academy of Sciences of Ukraine.
Why is compliance with Resolution No. 835 important?
Resolution No. 835 defines which datasets must be published by data holders. Proper implementation ensures better analytics, oversight of public authorities, and more effective managerial decision-making.
The BRDO team calls on data holders to comply with Resolution No. 835 and ensure the openness of data necessary for the effective functioning of the entire open data ecosystem.
