Government Launches Pilot Project for e-Employment and Digital Labour Relations via Obrii System and Diia Portal

At the initiative of the Ministry of Economy of Ukraine, the Ministry of Digital Transformation, and the State Employment Centre, the Cabinet of Ministers of Ukraine has approved a draft resolution on the implementation of a pilot project for employment and the formalisation of labour relations in electronic form using the Unified Information and Analytical System Obrii.

The pilot project is introduced for a term of two years from the date the resolution comes into force, with the technical implementation of the experiment’s functionality to be ensured in the third quarter of 2026.

The aim of the pilot project is the digitalisation of processes and procedures related to employment and the formalisation of labour relations using the Obrii system.

“We are launching a two-year pilot within which employers and employees will be able to switch to digital employment services through the Obrii system and the Diia Portal. This is a practical step towards fully digital labour relations: without paper applications, orders, or personal files. Within the pilot, electronic hiring, dismissal, and the management of HR records in a unified digital system will be tested — with an emphasis on convenience for business, transparency for the employee, and predictability for the state,” noted Oleksandr Tsybort, Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, and Digitalisation.

Within the framework of the pilot project, employers and able-bodied individuals will be able to perform the following via the Diia Portal or the Diia mobile application (where technically feasible):

  • search for suitable work;
  • recruit employees;
  • formalise hiring in electronic form;
  • formalise dismissal from work in electronic form;
  • maintain employee personal files.

The implementation procedure for the experiment defines the mechanism for using electronic documents in HR procedures within the functionality of the Obrii digital system. Participation in the pilot project is voluntary.

The Obrii digital system will use the ESCO classification as the primary model for structuring data on professions, competencies, qualifications, and vacancies. This ensures compatibility with European labour market information systems and supports Ukraine’s integration into the EURES network.

As a reminder, Obrii is a digital labour market system that connects job seekers, employers, educational opportunities, and state services in a single ecosystem. The launch of Obrii will create a unified digital route for all labour market participants, link retraining to the real needs of employers, integrate modern directories of professions and skills based on EU practices, and provide real-time analytics and monitoring. Through the system, it will be possible to register unemployed status online, apply for benefits, formally resign from occupied territories, receive training grants, and certify qualifications.

The development of the Unified Information and Analytical System Obrii is carried out by the Ministry of Economy of Ukraine together with BRDO, supported by the Partnership for a Strong Ukraine Fund, which is financed by the governments of the United Kingdom, Canada, Estonia, Finland, Norway, Sweden, and Switzerland.
