Half of Mandatory Datasets Published on the Open Data Portal – BRDO Dashboard

The Better Regulation Delivery Office (BRDO) has updated its dashboard monitoring compliance with Resolution No. 835. As of the end of the third quarter of 2025, government authorities had published nearly half of the mandatory datasets — 49.5%. The decrease in the indicator is linked to the expansion of the list of data holders in September and a transitional adaptation period.

Key monitoring results as of 1 October 2025:

Following amendments to Resolution No. 835, the number of central-level data holders increased from 76 to 97, while the number of mandatory datasets rose from 901 to 927. Some datasets were reassigned to other authorities responsible for their publication. The updated Resolution required the publication of new datasets from 29 September — just three days before the monitoring date.

49.5% of mandatory datasets have been published by designated data holders on the Open Data Portal (458 out of 927). Only 37.5% of these have been updated on time. The decline in indicators is associated with changes in responsible authorities: previous data holders continue updating certain datasets despite no longer being responsible for their publication, while newly designated bodies have not yet begun publishing them.

An important innovation introduced by Resolution No. 835 is the concept of “high-value datasets”. These contain socially significant information whose re-use generates substantial benefits for state and societal development. Currently, 83 such datasets have been identified, of which 62 have already been published on the Open Data Portal.

The Ministry of Justice of Ukraine (4), the National Police of Ukraine (3), and the Main Service Centre of the Ministry of Internal Affairs (3) have not yet published their high-value datasets. A further 11 data holders each have one such unpublished dataset.

At the same time, the Ukrainian National Office for Intellectual Property and Innovations (10), the High Qualification Commission of Judges of Ukraine (9), the High Council of Justice (3), and another 30 data holders have published all of their high-value datasets.

Eleven data holders do not have accounts on the Open Data Portal. Among them are the State Agency PlayCity, LLC “Gas Transmission System Operator of Ukraine”, the Council of Judges of Ukraine, and the Ukrainian Linguistic and Information Fund of the National Academy of Sciences of Ukraine.

“The monitoring results indicate a decline in publication indicators. Although this is natural during a transitional phase, it is important that data holders provide access to all datasets defined by the Government Resolution,” commented Ihor Samokhodskyi, Head of the ICT Sector at BRDO.
