The Verkhovna Rada approved the draft law No.7085 in the first reading. It contains suggestions made by BRDO experts on identifying a new construction facility and assigning an address to finished facilities:
- identifying a new construction facility by a cadastral number, a street (square, avenue, alley, etc.) name and a house number, if any
- no need to assign an address to a new building. The identifier of a new construction facility is determined by a construction project owner and used to identify such a facility before the address assignment
- addresses are assigned to finished construction facilities within 5 working days instead of 10-18
- addresses are assigned to finished construction facilities without the participation of construction project owners. From now on, a State Architectural and Construction Control Department will send a communication to an executive body of village, township and city councils or local state administrations, which approve assigning an address. A construction project owner no longer needs to go through time consuming bureaucratic procedures and register documents
In addition, the draft law includes suggestions made by BRDO experts regarding amendments to the Law of Ukraine “On Architectural Activities”. From now on, performers of works (services) for developing architectural projects can not be denied a professional certification if they have not joined a self-regulatory organization that conducts this certification.
