The small and medium-sized businesses are the basis for the economic growth of any country.
In Ukraine, small and medium-sized businesses currently represent 99.98% of all enterprises by number, 82% – by employment and 65% – by sales of goods and services. There is more to come if we provide a more favorable business environment.
During the III National SME Development Forum 2019: #ZROSTAYMORAZOM, European partners, experts and government representatives talked about the instruments to develop entrepreneurial potential and implemented initiatives and plans for 2020.
The BRDO CEO Oleksii Dorogan talked about key regulatory achievements of the BRDO Office for improving the business climate:
- Construction: the BRDO Office has developed a legislative framework for the introduction of a unified state e-system for “single point of contact” interaction in the construction sector.
- Agriculture sector: electronic accounting and monitoring of timber has been introduced, state monopoly on phytosanitary inspection has been cancelled, a legal market for organic products has been introduced and registration of plant protection products has been simplified.
- Access to markets: procedure for obtaining licenses has been simplified, and this allows business owners to save time and money. The space industry became available to the private sector.
- Transport: electronic commercial invoices for freight transportation have been introduced; a legislative framework for medium-term budget planning in the field of road construction has been developed;
- IT & Telecom: infrastructure access for telecom operators has been simplified; conditions (900 MHz band use) have been created to provide quality communication throughout the country.
As for the future plans, Oleksii emphasized the importance of continuing the dialogue on reducing the tax burden on SMEs. He also stressed the importance of simplifying administration for business.
The BRDO CEO also spoke about the BRDO projects and initiatives that greatly facilitate the life of Ukrainian entrepreneurs today, including #StartBusinessChallenge, Inspection Portal and #PRODialogue, and shared plans to launch an Interactive Platform for SMEs in cooperation with USAID in the near future.
“In total, since the beginning of 2017, the BRDO Office has conducted 45 comprehensive studies in various sectors and markets. And most importantly, we have developed and implemented more than 50 solutions for businesses in active cooperation with the Government in this period! And we will definitely continue to move in this direction.”
