Project objective
Development of the Concept of a Digital Reconstruction Management System to ensure the efficiency, transparency, and accountability of the reconstruction process through an IT solutions ecosystem, aimed at collecting and processing information about affected objects, making decisions regarding reconstruction or construction of new objects, procurement of works, monitoring their condition and restoration, generating statistical and other reports, diagrams, and more.

Project description
The Digital Restoration Management System (DRMS) is a system for collecting, processing, organizing, and displaying information about restoration projects.
DRMS covers all the major stages of project lifecycle:
- Identification
- Preparation
- Implementation
- Completion
Within each of these stages, processes such as project description, justification, planning, public discussion, budgeting, evaluation, funding search, procurement, contracting, project execution, work payment, and completion should be included.
The DRMS concept describes the general logic of building the ecosystem, the place of DRMS, basic principles of interaction with different systems, etc. Based on the DRMS concept, a technical concept for developing such a system was subsequently developed. Currently, the proposed solution has been named DREAM (Digital Restoration Ecosystem for Accountable Management) and is being developed and implemented by the Ministry of Reconstruction.
