Draft law No. 12066 adopted in the first reading: what changes await servicemen

The Parliament of Ukraine adopted in the first reading draft law No. 12066, which provided for the creation of a Unified State Register of Servicemen.
 
The main function of the registry is to assign a unique identifier, Military ID, which will automate the work with military records, reducing the need for paperwork, while it will store only basic information such as name, gender, date of birth and ITIN, without including service data such as position, rank, military unit number or speciality. The protection of the registry will be ensured by the implementation of a comprehensive information security system that will guarantee cybersecurity of data storage, processing and transmission.
 
The draft law also lays the foundation for the further development of the Army+ digital platform, which provides a wide range of services for servicemen and women, such as applying for vacations, receiving financial assistance, etc.
 
What changes will be implemented?
 
  • A unified database for servicemen of the Armed Forces of Ukraine and the State Special Transport Service.
  • Implementation of Military ID for secure data exchange without the use of personal information, for storing sensitive data in secure systems.
  • Development of the Army+ digital platform and other IT systems of the Ministry of Defence.
  • Providing electronic services to military personnel and their families, including benefits and bonuses.
The draft law was developed with the participation of experts from the Better Regulation Delivery Office (BRDO), who provided legal advice, business analysis and technical support for the creation of this register.
