On 4 June 2025, the Cabinet of Ministers approved the Strategy for the Development of Electronic Communications until 2030 with an operational action plan for 2025-2027. The focus is on the development of the telecoms sector: from the rollout of 5G and increased Internet access to synchronisation with the European digital market.
What does the Strategy determine?
- The new document systematically determines the state’s policy in the field of electronic communications and is aimed at:
- high-speed and equal access to the Internet for all Ukrainians;
- security and reliability of telecommunications infrastructure;
- technological neutrality and development of modern networks (launch of 5G);
- implementation of EU norms into national legislation and integration into a single roaming space;
- creation of conditions for investment in infrastructure modernisation.
Who was involved in the development?
The Strategy was prepared by the Ministry of Digital Transformation of Ukraine together with the BRDO and Amelin Strategy, a consulting company. BRDO contributed to the development of the document by analysing regulatory barriers, assessing the level of harmonisation with EU norms, and other expert proposals.

The Strategy for Electronic Communications Development was initiated by the Ministry of Digital Transformation of Ukraine with the support of the USAID / UK aid-funded Transparency and Accountability in Public Administration and Services (TAPAS) Activity, in cooperation with the Better Regulation Delivery Office (BRDO).
