The Parliament adopted a revised draft law on the establishment of the State Register of the Armed Forces and the State Service of Ukraine for Civilian Personnel, taking into account the President’s proposals.
Why is the Register needed?
Today, servicemen and women have to manually confirm their status every time they want to use services or benefits. The Registry changes this practice by automating status verification, generating a unique digital identifier – Military ID – and paving the way for convenient interaction with government services.
The register also allows for more efficient management of human resources and planning of the defence system’s needs. All data will be in electronic form, updated automatically and available in real time, reducing the risk of errors and duplication.
What Has Been Revised?
- The list of data is limited: only the series, number and date of the military registration document are entered into the register.
- It is possible to receive data from other registers (including photos) on a one-time basis without saving this information.
- An exhaustive list of units that compile the register has been defined: units of the Ministry of Defence, military units and military educational institutions.
Before its launch and at least once every two years thereafter, the register will undergo an information protection examination – the Ministry of Defence will engage experts on state secrets. The register will be launched only after the security conclusion. - The storage period has been regulated: until the age limit for retirement (60/65 years) or 25 years after death. If a serviceman is transferred to the intelligence agencies, the data will be deleted at their request.
How Does the Military ID Protect Personal Data?
The Military ID enables interaction with government systems without revealing the service member’s identity. The Register does not contain information about military service, rank, or specialty. Such sensitive data is stored separately in secure systems and can be depersonalized if needed.
The draft law was developed by the Ministry of Defenсe of Ukraine in cooperation with experts from the Better Regulation Delivery Office (BRDO). The BRDO team provided legal support, conducted a business analysis, and helped design the technical architecture of the Register to ensure it is an effective, secure, and user-friendly digital tool for service members.
