Innovations stimulate the development of the economy, education, science, and enhance security in times of military threats. At the same time, they create new opportunities for business and increase Ukraine’s global sustainability.
How is Ukraine fostering innovation?
In 2024, Ukraine approved the Strategy for Digital Development of Innovation in Ukraine (WINWIN) until 2030. It identifies 14 priority areas, including DefenceTech, MedTech, AgroTech, GreenTech and AI. In December 2024, the document was officially approved by the Government.
Recently, the Ministry of Digital Transformation of Ukraine launched the WINWIN Project Office — a team of experts responsible for implementing the Strategy and driving innovation across key sectors.
Where does BRDO come in?
BRDO contributed to the development of the WINWIN Strategy and today plays an active role in its implementation.
Together with the WINWIN Project Office, the BRDO team analyses barriers to innovation, develops detailed roadmaps, and prepares legislative changes to remove bureaucratic obstacles for technology businesses.
The BRDO team is involved in several areas of work within WINWIN, including AgroTech, MedTech, EdTech, and Semiconductors.
The Project Office operates with the support of the UK DIGIT project (“Digitalisation for Growth, Integrity, and Transparency”), implemented by the Eurasia Foundation and funded by UK International Development, with BRDO as the implementation partner, as well as the EU4Innovation East project, funded by the European Union, co-funded by the Government of France, and implemented by Expertise France.
The Digital Innovation Development Strategy through 2030 was initiated by the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office (BRDO), with support from the USAID ‘Cybersecurity of Critical Infrastructure of Ukraine’ project. The sectoral strategies were structured with the support of the Good Governance Fund ‘Innovation Ecosystem,’ funded by UK International Development.
