On September 30, 2025, the Ministry of Economy, Environment and Agriculture organized a strategic session to discuss the first draft of the National Employment Strategy and to develop its operational plan. The goal of the event was to move from the general provisions of the Strategy to detailing the practical steps for its implementation.
The objectives of the Employment Strategy are to create conditions for reducing unemployment, stimulate the development of quality jobs, and support sustainable economic growth in Ukraine.
The strategic session brought together about 120 representatives of government, business, civil society, the expert community, and international partners. Participants worked in three groups focused on the key areas of the operational plan of the Employment Strategy:
- Increasing economic activity of the population.
- Addressing the imbalance between labor supply and demand in the labor market.
- Strengthening the institutional capacity of state bodies and digitalization.
During the discussions, participants developed a set of practical proposals for the implementation of the Strategy’s objectives. Key ideas included:
- regulation of platform-based employment, programs to engage youth, veterans, people with disabilities, older workers, and other socio-demographic groups in the labor market;
- adaptation of education to business needs: dual education, retraining, compensatory mechanisms for employers;
- modernization of employment services and strengthening cooperation between government, business, and communities.
“We are building the Employment Strategy on the principles of open engagement with the expert community, business, trade unions, civil society, and international partners. We are moving from a general vision to implementation—developing an operational plan with concrete measures, timelines, and responsible institutions. Our main objective is to ensure that every decision within this strategy is put into practice and that people see changes in the labor market in the near future,” said Daria Marchak, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
Participants emphasized the importance of aligning Ukraine’s employment policy with European standards. The proposals collected during the session will be processed and integrated into the draft Employment Strategy and its operational plan.
The next steps include:
- Finalization of the draft Employment Strategy.
- Finalization of the operational action plan for the implementation of strategic goals.
- Public consultation of the documents.
- Submission of the Strategy and the operational plan for approval by the Government.
