How Data Holders Are Implementing the September Amendments to Resolution No. 835 — According to BRDO’s Updated Dashboard

The Better Regulation Delivery Office BRDO has published an updated dashboard monitoring the implementation of Resolution No. 835 as of 1 November 2025. The previous update for the third quarter showed that data holders had not yet adapted to the amendments to the Resolution.

What was expected to change after the September amendments to the Resolution?

  • New data holders were expected to create accounts on the Open Data Portal;
  • New datasets were expected to be published by the newly added or existing data holders.

However, no significant changes in the implementation indicators of Resolution No. 835 have occurred.

Who still has not registered on data.gov.ua?

Following the update of the Resolution, 10 data holders still do not have accounts on the Open Data Portal. Among them:

  • State Agency “PlayCity” — 11 datasets;
  • LLC “Gas Transmission System Operator of Ukraine” — 7 datasets;
  • Council of Judges of Ukraine — 6 datasets;
  • Ukrainian Language and Information Fund of the National Academy of Sciences of Ukraine — 5 datasets;
  • Ethics Council — 5 datasets.

Without an account, data holders are physically unable to publish datasets required by the Resolution.

The only newly added data holder that created a page on the Portal is the State Enterprise “State Automobile Transport Research and Design Institute”. However, it has not published any datasets.

Which new data holders were expected to start publishing data?

The September amendments increased the number of central-level data holders from 76 to 97.

Among the newly added data holders, only four have published mandatory datasets:

  • State Migration Service of Ukraine;
  • JSC “Ukrposhta”;
  • Ukrainian Maritime Administration;
  • Ukrainian National Office of Intellectual Property and Innovations.

The remaining new data holders have not published any datasets required by the Resolution of the Cabinet of Ministers of Ukraine. Among them:

  • National Nuclear Energy Generating Company “Energoatom”;
  • Bureau of Economic Security of Ukraine;
  • National Police of Ukraine;
  • Main Service Centre of the Ministry of Internal Affairs of Ukraine;
  • Ukrainian Language and Information Fund of the NAS of Ukraine.

Why is compliance with Resolution No. 835 important?

Resolution No. 835 defines which datasets must be published by data holders. Its proper implementation ensures better analytics, oversight of public authorities, and more effective decision-making.

The BRDO team calls on data holders to comply with Resolution No. 835 and ensure the level of data openness necessary for the effective functioning of all participants in the open data ecosystem.
