From 1 November 2025, Ukraine will introduce a new procedure for registration and extension of deferments from mobilisation.
What is changing?
- Deferments, the grounds for which are confirmed by data from state registers or belong to categories that do not change over time, are automatically extended.
- If the type of defermentsl has not yet been digitised or the person does not use a smartphone or only has paper documents, the application can be submitted at any Administrative Services Centre. The administrator accepts and scans the documents and sends them to the Territorial Centre of Recruitment in e-form.
- A paper deferment note is no longer required. Confirmation is provided by an electronic military registration document in Reserve+ or its printed version, which can be obtained in the application, through the Diia portal, at the Territorial Center of Recruitment and Social Support (or ASC, if it is specifically a deferment document).
What types of deferments are already available in Reserve+?
Ten types of deferments can now be applied for online for the following categories:
- people with disabilities;
- those temporarily unfit for service;
- parents of children with disabilities under the age of 18;
- parents of adult children with disabilities of group I or II;
- those who have a spouse with disabilities of group I or II;
- spouses of the servicemen with a child;
- parents of three or more children in one marriage;
- parents who are raising a child under 18 years of age on their own;
- students, postgraduate students;
- employees of higher and vocational education.
Why is this important?
The new procedure for registration of deferrals makes the process transparent and understandable for citizens, minimises the risks of abuse, reduces bureaucracy and the workload on the TCRSS, and shortens decision-making times.
The amendments to Cabinet of Ministers Resolution №560 were prepared by the Ministry of Defence of Ukraine in cooperation with the BRDO team.
