BRDO has developed an AI-based tool using NotebookLM to investigate what constitutes a criminal “pornography offense” in Ukraine and to reveal the scope of the issue. The system analyzes verdicts under Article 301 of the Criminal Code of Ukraine (CCU) and enables instant answers to user queries.
What’s the problem?
Recently, social media buzzed with news about an OnlyFans model who paid UAH 40 million in taxes, yet her activity is still considered a crime in Ukraine. Such stories are not exceptional, but factual reality. In the fourth year of the full-scale war, law enforcement officers of the Ministry of Internal Affairs of Ukraine still prosecute individuals for explicit messages in private chats and nudes on personal phones.
How does the tool work?
The AI tool analyzes 178 verdicts related to pornography from 2022–2024. Users simply pose a query, and NotebookLM provides precise answers across categories such as:
- Who is being prosecuted? Large studios or individuals creating content for platforms like OnlyFans.
- What actions are criminalized? Production, storage (e.g. on a phone), or distribution.
- How are offenders punished? Common penalties include suspended sentences, fines, or real imprisonment with confiscation of devices.
Such analysis used to take weeks of manual work by lawyers; now, AI delivers results instantly.
How to use NotebookLM
- NotebookLM has a limit on the number of sources it can process simultaneously.
- If the message “NotebookLM can’t answer this question” appears, it likely means too many sources are selected in the left panel.
- Sources are grouped by year and parts of Article 301, with information on the number of verdicts per group.
- NotebookLM works best with no more than 90–100 verdicts at once.
Who is this tool for?
It’s designed for journalists, human rights defenders, lawyers, activists—basically anyone who wants to understand the real scope of judicial practice under Article 301 and use data for advocacy.
Why is this important?
For the second consecutive year, bill No. 12191 on the decriminalisation of pornography remains unaddressed. Meanwhile, courts continue to issue dozens of verdicts annually—often for personal or private intimate content. BRDO supports the decriminalisation of consensual adult pornography and consistently highlights this issue. The new AI tool provides additional evidence for a transparent discussion about modernising criminal legislation in step with the digital age.
