On July 3, 2025, the Ministry of Economy of Ukraine hosted a public discussion on the first results of developing the Employment Strategy 2030. The actionable framework is intended to serve as a practical tool for economic development by helping reduce unemployment, expand access to decent jobs, and increase labour market flexibility. Main goal is to empower Ukrainians to unlock their potential by providing opportunities for learning, engaging in the labour market, and receiving support in finding employment.
The development of the Strategy is part of Ukraine’s commitments under the Ukraine Facility Plan.
“Today’s discussion is an important step in our joint work. We are shaping the Strategy not behind closed doors but through open dialogue with experts, business, civil society, and international partners. Our main task is to transform the current labour market challenges into new opportunities for development. This document should become a practical guide that promotes productive employment, ensures decent working conditions, and strengthens Ukraine’s economic resilience. At the heart of this strategy is the individual – their well-being and potential,” noted Tetiana Berezhna, Deputy Minister of Economy of Ukraine.
During the preparation of the Strategy, nine working group meetings were held with the participation of more than 300 representatives of government agencies, civil society, businesses, and international partners. Based on these discussions, the following strategic goals were defined:
- Increasing the economic activity of the population.
- Addressing the mismatch between labour supply and demand.
- Strengthening the institutional capacity of state authorities and promoting digitalization.
- Integrating EU standards into employment policy.
“Creating opportunities for the Ukrainian economy to become a strong European partner means investing in people. Through the REYOIN project, Germany supports inclusive employment reform as a strategic step toward EU integration and long-term stability,” emphasized Marcus Koll, Head of Cooperation, Embassy of the Federal Republic of Germany in Ukraine.
The upcoming steps involve finalizing the Employment Strategy document and ensuring its alignment with international partners and the European Commission. Once this alignment is achieved, work will begin on developing an operational action plan to implement the defined strategic goals. This will be followed by a public consultation process to gather feedback and ensure transparency. After incorporating relevant input, the Strategy will be submitted for formal approval by the government at the end of 2025.

The Employment Strategy 2030 project is being developed by the Ministry of Economy of Ukraine with support from the German Government through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and the Better Regulation Delivery Office (BRDO), under the project “REYOIN – Promotion of Socio-Economic Integration of Returnees, Internally Displaced Persons, and Host Communities in Ukraine”.
