BRDO continues to work on the systemic reform of telecoms legislation.
Changes are required, as the existing laws regulating telecoms and radio frequencies have been in force for over 15 years. The introduction of modern technologies and services is hampered by a number of regulatory barriers in this area.
BRDO experts have already developed the draft Code of Electronic Communications of Ukraine and are now conducting consultations with market operators and professional associations. The document is based on the most advanced European developments, including the EU Electronic Communications Code adopted in December 2018.
- The draft Code, in particular, provides for:
- Everyone’s right to high-speed Internet (along with the mechanism for its implementation).
- New mechanisms for network development.
- Technology neutrality (free use of new technologies).
- Enhanced consumer protection.
- ‘Regulator in a smartphone’ – online interaction between government and business, open data.
- Detailed Internet coverage map of Ukraine.
- Deregulation for providers.
- Ensuring competition.
- Providing harmonization with current EU standards and moving closer to the Digital Single Market.
