Only a Third of Datasets Are Updated on Time: BRDO Presents Updated Dashboard on Implementation of Resolution 835

In the first half of 2025, only 63.5% of mandatory datasets were published on the Open Data Portal.

“Resolution 835 remains the key document for the development of the open data sphere in Ukraine. This is why it is important to monitor its implementation and update the regulatory framework in a timely manner. Thanks to BRDO’s monitoring, we can see how the Resolution is being implemented, where data holders require support, and how the Ministry of Digital Transformation can strengthen its policy in this area,” said Yanina Liubyva, Head of the Open Data Development Expert Group at the Ministry of Digital Transformation of Ukraine.

Key monitoring results for the first half of 2025:

  • 572 out of 901 specialised datasets were published on the Open Data Portal.
  • Only 36% of the published datasets were updated on time.
  • Four data holders have no accounts on the Portal at all, including the National Academy of Sciences of Ukraine, LLC “Gas Transmission System Operator of Ukraine”, the Motor (Transport) Insurance Bureau, and the Council of Ministers of the Autonomous Republic of Crimea.
  • Five data holders have not published any datasets, including the Audit Chamber, JSC “Naftogaz of Ukraine”, the State Service of Ukraine on Food Safety and Consumer Protection, the National Agency for Higher Education Quality Assurance, and the Accounting Chamber.

“In wartime, resources are limited and challenges are growing. Open data helps make the right decisions, and over time the importance of the quality of each dataset will only increase. That is why BRDO develops digital tools that clearly show how Resolution 835 is being implemented — where there are successes and where there are problems. This makes it possible not only to assess the effectiveness of the policy, but also to make it accessible to people,” noted Ihor Samokhodskyi, Head of the IT & Telecom Sector at the Better Regulation Delivery Office (BRDO).

Top three most downloaded datasets on the Open Data Portal in the first half of 2025:

  1. Information on registered vehicles (Ministry of Internal Affairs) — 96,504 downloads;
  2. Information on persons wanted by law enforcement agencies (Ministry of Internal Affairs) — 24,685 downloads;
  3. Contracts for the provision of medical services to the population under the Medical Guarantees Program (National Health Service of Ukraine, not updated on time) — 23,613 downloads.

BRDO’s monitoring covers open datasets of central-level data holders. Data from local self-government bodies, territorial units, and other data holders are not included.

The updated dashboard was presented on July 31, 2025, within the Data+ communication platform. The event brought together over 70 representatives of national and local authorities, civil society organisations, and open data experts.
