Half of Mandatory Data Sets Published on the Open Data Portal – BRDO Dashboard

The Better Regulation Delivery Office (BRDO) has updated its dashboard tracking compliance with Resolution No. 835. As of the end of the third quarter of 2025, government bodies have published almost half of all mandatory data sets – 49.5%. The decrease is linked to the expansion of the list of data holders in September and the transition period needed for them to adapt.

Key monitoring results as of 1 October 2025

  • Following amendments to Resolution No. 835, the number of central-level data holders increased from 76 to 97, while the number of mandatory data sets rose from 901 to 927. Some data sets were reassigned to other responsible holders. The updated Resolution requires the publication of new data sets from 29 September – just three days before the monitoring date.
  • 5% of mandatory data sets have been published by the designated holders on the Open Data Portal (458 out of 927). Only 37.5% of these have been updated on time. The decline is due to changes in responsible authorities: previous holders continue to update certain sets despite no longer being responsible for their publication, while new holders have not yet started publishing them.
  • An important innovation of Resolution No. 835 is the introduction of “high-value data sets”. These contain information of significant public interest, the reuse of which can deliver substantial benefits for state and societal development. A total of 83 such sets have been identified, of which 62 have already been published on the Open Data Portal.
  • The Ministry of Justice of Ukraine (4), the National Police of Ukraine (3) and the Main Service Centre of the Ministry of Internal Affairs (3) have not published their high-value data sets. Another 11 holders each have one unpublished high-value set.
  • By contrast, all high-value data sets have been published by the Ukrainian National Office for Intellectual Property and Innovation (10), the High Qualification Commission of Judges of Ukraine (9), the High Council of Justice (3), along with 30 other holders.
  • Eleven data holders do not have accounts on the Open Data Portal. These include the State Agency “PlayCity”, Gas Transmission System Operator of Ukraine LLC, the Council of Judges of Ukraine and the Ukrainian Language and Information Foundation of the National Academy of Sciences of Ukraine.

“Monitoring results show a decline in publication rates. While this is natural during the transition phase, it is essential that all holders provide access to the data sets defined by the Government Resolution,” commented Ihor Samokhodskyi, Head of BRDO’s ICT Sector.
