Digitalisation of the Ukrainian labour market: launch of the “Obrii” ecosystem

On 29 October 2025, the Cabinet of Ministers of Ukraine adopted a resolution launching a large-scale digitalisation of the labour market. The goal is to reduce paperwork, speed up employment and ensure a service-oriented approach in the state employment system. At the heart of the changes is the Obrii digital ecosystem.

Why is the digitalisation of the labour market necessary?

A significant percentage of Ukrainians are still outside the labour market — economically inactive or employed informally. At the same time, outdated business processes and limited digitalisation of public services in the field of employment complicate the analysis and forecasting of the labour market.

What will the launch of Obrii change?

  1. It creates a single digital route for all labour market participants.
  2. Businesses and educational institutions are involved in the selection and retraining of personnel.
  3. Retraining programmes are tailored to the real needs of employers.
  4. Real-time analytics and monitoring are provided for decision-making.

All this will allow people to find jobs faster and employers to fill vacancies.

How will the digital system work?

The Obrii system will combine key employment services into a single digital ecosystem.

In the first phase of Obrii’s launch, citizens will be able to:

  • register as unemployed;
  • apply for benefits;
  • receive a grant for training or confirm their qualifications.

In the future, the list of digital services offered by the Obrii system will expand significantly.

The system will automatically verify data with the information and communication systems of the Pension Fund, the State Employment Centre, and other registries. This will minimise paperwork and ensure the rapid exchange of information between state institutions.

The launch of Obrii is an important tool in the Employment Strategy currently being developed to strengthen institutional capacity and digitise the labour market, as well as to harmonise employment and occupational safety and health with the EU acquis.

 

The technical requirements for the operation of the digital system “Obrii” were developed with the support of the “Digitalisation for Growth, Integrity and Transparency (UK DIGIT)” project, implemented by the Eurasia Foundation and funded by UK International Development (UK Dev). The executive partner in implementation is the Office of Effective Regulation (BRDO).
