On 4 November, the WINWIN Summit 2025: The Power of Innovations took place — an event dedicated to the development of Ukraine’s innovation potential. During the summit, the Ministry of Digital Transformation of Ukraine presented the first results in the fields of AI, medical and biotechnologies, semiconductors, and GovTech.
BRDO Executive Director Oleksii Dorogan joined the discussion “The Role and Place of Ukraine in the Global Semiconductor Industry”.
How to develop the semiconductor industry in Ukraine?
Oleksii Dorogan emphasised the importance of creating a full-cycle semiconductor production in Ukraine that is integrated with the EU. This requires a favourable legislative environment and predictable rules of the game for investors, businesses and international partners.
What does BRDO offer?
The BRDO team has developed a package of draft laws that provides for:
- A single window for investors — project support from company registration to production launch.
- Integration with the European Chips Act — creation of design centres, pilot lines and factories, a ‘single point of contact’ with the European Commission, response to crises in chip supply.
- Tax incentives — exemption from VAT and import duties on equipment and materials, rapid depreciation, zero income tax for 10 years when reinvesting in production or R&D.
- Investor protection — confidentiality requirements, liability for disclosure of professional secrets, stability of rules for 25 years.
- Land guarantees — simplified access to land, land reservation, leases for up to 30 years.
These decisions open up opportunities for private investment, international partnerships and Ukraine’s participation in European programmes and consortia.
What is BRDO’s role in the WINWIN Strategy?
The Office for Effective Regulation is involved in the development and implementation of Ukraine’s Digital Innovation Development Strategy (WINWIN) until 2030, particularly in the areas of agricultural technology, medical technology, biotechnology, space and educational technology, and semiconductors.
BRDO experts, as part of the UK DIGIT project, analyse barriers to innovation, develop roadmaps and legislative solutions for the development of technology businesses.
The event also featured thematic side events attended by Yana Horiunova, Deputy Executive Director of BRDO and Head of Information Technology, Hanna Bashniak, Head of the Regulatory Policy Sector, and Iryna Gruzinska, Head of the Cohesion and Agriculture Policy Sector.
