Draft law allowing to fully launch a developer’s e-cabinet will be included in the voting priority package in the autumn

This was announced by the BRDO CEO Oleksii Dorogan at the conference “Transparent Services for Effective Construction Industry”.

“As of today, there is a basis to launch an e-cabinet, in particular, the CMU Resolution on the introduction of a developer’s e-cabinet has been adopted. The adoption of the draft law will make it possible to fully launch the long-awaited innovation. Together with our partners from the TAPAS (Transparency and Accountability in Public Administration and Services) project and the State Agency for E-Governance, we are working on the technical implementation of the e-cabinet,” Oleksii Dorogan said.

According to him, the problem of the Ukrainian construction sector lies primarily not in bribes and other corruption risks, but in the fact that under such conditions, the number of those willing to invest in quality housing in Ukraine is reduced. “If there are fewer investors and a lower demand for housing, the construction industry is not developing and it affects everyone. If we provide a level playing field and transparency for all, then the market can be predicted, thus increasing the amount of investments that contributes to sustainable development.”

“Our BRDO team is doing everything possible to create the conditions for a transparent economy, develop the market and protect consumers through fair competition. We are going to introduce a developer’s e-cabinet to eliminate unfair deviations from the competition,” Oleksii Dorogan said.

A developer’s e-cabinet helps to achieve two key things. The first one is the process manageability. Currently, there are a large number of different registers in different forms, which are often outdated and can not be verified. This may result in the malpractice, such as submitting someone else’s or invalid certificates. In order to prevent this, it is necessary to merge all the registers to ensure that all documents submitted are automatically verified. The second one is the transparency. If we make the data on all the construction stages publicly available, there will be dozens of services providing all the information about properties for sale. In such a way, this will provide an automatic monitoring of the real estate development legality, and this will discipline the developers much better than possible penalties from inspections. Actually, in this case, unfair real estate developers will incur monetary losses because of poor ratings among consumers who will not buy apartments built illegally.

The conference “Transparent Services for Effective Construction Industry” was organized by the Confederation of Builders of Ukraine with the support of the Ministry of Construction, Housing and Communal Services of Ukraine and the Better Regulation Delivery Office (BRDO).
