Back on Track is a joint project of the information and analytical bulletin Rail.insider and the Better Regulation Delivery Office (BRDO) aimed at market transformation of the sector, development of railway transport, and improvement of its regulatory environment, as well as promotion of the best business environment for railway transportation.
Given the difficult situation in the Ukrainian rail market, the parties agreed to cooperate to form a common position of experts in the field of railway transport and disseminate it through the Rail.insider and BRDO webresources. We will mark the project materials with the appropriate note “Back on Track” for their easy identification.
The conclusions of analytical calculations and positions of experts created as a result of joint activities will be submitted to the management of JSC Ukrzaliznytsia, the Ministry of Infrastructure of Ukraine and the Cabinet of Ministers of Ukraine. In particular, the project includes the development of recommendations on the organizational structure of the Carrier’s management and the introduction of private traction. It is also planned to publish some proposals to reduce fees, regulatory and non-commercial contractual relations, and changes to tariff regulation of transportation through the market transformation. Specialists of the parties will study the target market model, which will be formed by the Law of Ukraine “On Railway Transport”, and conduct a survey among participants to collect data.
