Recently, the Office of Simple Solutions & Results presented the concept of reforming the process of connection to electricity networks. Our experts analysed this document and prepared specific comments and suggestions.
The BRDO CEO Oleksii Dorogan and the Energy Sector Head Anton Zorkin participated in the discussion of the concept together with colleagues from the Verkhovna Rada of Ukraine, the Ministry of Economy, the Ministry of Energy, the Reforms Delivery Office of the Cabinet of Ministers of Ukraine, the National Energy and Utilities Regulatory Commission (NEURC) and DTEK.
Today, the connection to electricity networks is an extremely long and excessively bureaucratised process that discourages investors and hinders the country’s economic development, and therefore should be changed.
Reforming the connection of consumer electrical installations to electricity networks involves reducing bureaucracy in the process, opening access to input data as well as applying a tacit consent principle at the land allotment stage. Implementation of these principles will allow to speed up the connection process significantly.
However, some of the mechanisms proposed by our colleagues are either already implemented in the legislation that regulates construction and land use areas, or do not take into account the provisions of existing regulatory acts, or cannot be implemented at all. After the meeting, BRDO experts sent colleagues comments on the presented concept of reform, pointing out the shortcomings of the document and providing specific suggestions to improve the concept.
We hope that the suggestions provided by BRDO experts will be taken into account in the concept of reforming the process of connection to electricity networks, and gaining access to electricity networks will no longer be a burden on businesses.
