The Coalition of Construction Organizations appeals to Oleksiy Chernyshov, Minister for Communities and Territories Development of Ukraine, regarding amendments to the draft Concept of BIM implementation in Ukraine.
Our coalition, including the Confederation of Constructors of Ukraine, the Ukrainian BIM Community, the Better Regulation Delivery Office (BRDO), the Ukrainian Steel Construction Center Association, and the Public Union “Interstate Consultants Engineers Guild”, supports the implementation of BIM technologies and systematically works in this area.
The UA BIM Community, with the support of the IPCM international project, developed a concept that became the basis for the Ministry’s Concept. However, the draft Concept presented by the Ministry has been repeatedly changed, and this will negatively affect the effectiveness of the BIM introduction in Ukraine.
The Concept does not include such important aspects as mandatory in-depth study of international experience, analysis of educational programs, retraining and additional training courses, regulation of technical aspects of information exchange and BIM use, information campaigns and measures regarding BIM use by small and medium businesses.
We understand that the Ministry for Communities and Territories Development does not currently have sufficient resources for the full implementation of the Concept. Still, the proposal to transfer some authority to implement BIM technologies to a Ministry’s advisory body will not resolve this issue.
Coalition members propose to create a cross-sectoral working group (UA BIM Task Group) to jointly work out effective changes for the BIM implementation in Ukraine.
