The reform of the fishery sector started – bill 7616 adopted in the first reading

The Parliament of Ukraine adopted the bill in the first reading, the drafting of which was developed by BRDO analysts. It is about amendments to some legislative acts of Ukraine regarding the improvement of state regulation in the field of fisheries, conservation and rational use of aquatic biological resources, and the field of aquaculture.

Why does the Ukrainian fishing industry need reform?

The European integration draft law will bring positive changes related to the fish market, Ukrainian entrepreneurs, the state and citizens. The document is aimed at creating favorable conditions for doing business in Ukraine, and provides for the following changes:

  • creation of transparent and competitive conditions for business access to a common resource — by selling quotas for industrial fishing at auctions;
  • simplification of the procedure for obtaining permit documents in accordance with the paperless and peopleless formats;
  • the beginning of digitization of the industry;
  • fight against illegal, unaccountable, illegal fishing;
  • regulation of lease relationships and simplification of the procedure for providing hydrotechnical structures for rent for aquaculture;
  • for the period of martial law — the cancellation of the rent for the use of water facilities and the automatic extension of the validity period of lease contracts for another calendar year;
  • minimization of corruption risks in this market.

We are not resting on our laurels and are working on a whole package of legislative reforms that will improve the situation of the Ukrainian fishery.
