Project objective
Development of an Interactive Platform for SMEs as a one-stop-shop for business interactions with the state controlling authorities. As a result: to empower SMEs by strengthening their business and risk management processes; to reduce the level of corruption in the inspection entities and increase transparency and accountability focusing on the legitimacy, reasonableness, and effectiveness of inspection measures in the interaction of SMEs with the regulatory authorities.
Key project stages
The project included creation of the interactive Assistant for SMEs to improve business interaction with state supervision (control) bodies.
The Assistant was aimed at providing the users (SMEs) with information regarding: the way inspections take place, preparation for the inspector’s visit, means of protection from possible violations by the inspection authorities, and appealing the inspection results.
During the execution of the legal part the following was carried out:
- preparation of a list of legal acts regulating the scope of state inspections;
- preparation of a list of examples of standard documents accompanying the state inspection process;
- preparation of sample documents that can accompany legal protection measures for SMEs against violations by officials;
- adaptation of information on the algorithm of actions to prevent negative consequences of passing inspections.
During the execution of the technical part of the project, the following was carried out:
- collection and agreement of requirements for the platform structure;
- development of layouts and design of the public part and the entrepreneur’s E-cabinet;
- creation of the structure and development of the public part of the platform;
- creation of the structure and development of an entrepreneur’s E-cabinet;
- creation of a chatbot with a detailed algorithm of actions to prevent the negative consequences of passing inspections.
- filling all elements of the developed platform with content.
The Communication part included:
- preparation of materials for social networks;
- preparation of 2 promo-videos regarding the functionality of the platform;
- preparation and holding the presentation of the platform.
Description of Results
1. The content for the platform that was developed:
- the list of legal acts regulating the conducting of state inspections;
- the list of examples of standard documents;
- sample documents for legal protection of entrepreneurs and appeal of inspection results;
- the guide to preparing for inspections (an algorithm of actions for entrepreneurs).
The functionality of the platform that was developed:
- the public part of the platform with a guide book for preparing for inspections;
- the user’s e-cabinet with personalized information about the user’s company;
- the chatbot with a convenient explanation of the algorithm of actions to prevent the negative consequences of passing inspections;
- the generator of complaints and appeals (interactive tool).
3. Information materials about the platform were prepared and published on social networks.
4. Two promo videos of the platform’s functionality were prepared.
5. The presentation of the platform was held.
Project description
As a result of the legal part of the project, the following has been developed:
- Draft Law of Ukraine “On the Basic Principles of State Supervision (Control)” – jointly with the Ministry of Economic Development, Trade and Agriculture of Ukraine with the participation of the State Regulatory Service of Ukraine (hereinafter – the Draft Law);
- Analytical note on challenging the actions or inactivity of employees and decisions of state supervision (control) authorities by business entities;
- Analytical note on conducting state supervision (control) measures over the economic activities of business entities in electronic form (using electronic document exchange) by state supervision (control) authorities;
- Draft amendments to the Procedure for the functioning of the Integrated Automated System of State Supervision (Control), inclusion of information in it, and terms of publication of this information, approved by the Resolution of the Cabinet of Ministers of Ukraine No.388 of May 24, 2017.
Description of results:
1. Draft Law of Ukraine “On Basic Principles of State Supervision (Control)”
Developed jointly with the Ministry of Economic Development, Trade and Agriculture of Ukraine with the participation of the State Regulatory Service of Ukraine.
The main objectives of the state regulation of the new project are:
- Ensuring a favorable environment for business activities;
- Creating proper conditions for the development of small and medium-sized enterprises (increasing the number of business entities by 2%);
- Improving the legal regulation of state supervision (control) in the field of economic activity;
- Establishing a unified approach to the implementation of measures of state supervision (control);
- Eliminating ineffective and burdensome norms of state control.
2. Draft amendments to the Procedure for the functioning of the integrated automated system of state supervision (control), inclusion of information therein and terms of publication of this information, approved by the resolution of the Cabinet of Ministers of Ukraine No. 388 of May 24, 2017
The implementation of certain provisions of the draft Law is possible only in the presence of corresponding provisions in the Procedure for the functioning of the integrated automated system of state supervision (control), inclusion of information therein and terms of publication of this information.
In particular, the provisions concerning online appeal by business entities of actions or inaction of employees and decisions of state supervision (control) authorities and the implementation by state supervision (control) authorities of measures of state supervision (control) over the economic activity of business entities in electronic form (through the exchange of electronic documents).
To prepare the aforementioned amendments, analytical work was carried out, reflected in the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for the functioning of the integrated automated system of state supervision (control), inclusion of information therein and terms of publication of this information…”.
As a result of the technical part of the project, the following was developed:
- Technical specifications for additional functionality
- Additional functionality for the Integrated Automated State Supervision (Control) System in accordance with the innovations planned by the Law project.
