The development of open data and the creation of open data-based products are constrained by both the lack of open access to certain sets of open data and poor quality data published by data holders. The main reason is the lack of clear legal requirements for data quality, including format, content, update frequency, etc.
That is why data holders neglect open data: they publish scans of documents, and sometimes they do not publish any data at all.
Based on the Green Paper “Open Data Policy”, BRDO IT& Telecom sector experts developed draft Resolution of the Cabinet of Ministers on amendments to the draft Resolution No.835.
In particular, the draft resolution provides for the obligation of data holders such as the State Tax Service, the State Statistics Service, as well as the Ministry of Justice, to make the financial statements of companies public.
Additionally, the following changes are proposed:
- updating and supplementing the list of open data that should be made public;
- providing a clear definition of the need for data holders to publish all available public information;
- providing the automatic moderation on the Unified State Open Data Web Portal;
- supplementing the provisions with terms that will ensure a clear definition of the rights and obligations of the parties.
There is a clear rule in open data: more data in machine-readable formats means more open data-based services, and therefore, even more users will benefit from data accumulated by the state.
