The Parliament re-adopted the European Integration Law No. 3014 “On Electronic Communications” that regulates the provision of telephone and Internet access services.
Why is this Law important?
- It will replace the obsolete law “On Telecommunications” of 2004 and “On Radio Frequency Resource of Ukraine” of 2000.
- It will protect subscribers’ rights.
- It will improve the telecom business environment.
- While being harmonized with the updated EU legislation, it will allow Ukraine to fulfil its obligations under the Association Agreement.

Back on October 29, the President of Ukraine vetoed the Law “On Electronic Communications” approved by the Verkhovna Rada on September 30. The document was sent for revision.
BRDO experts actively participated in preparing the document for the first reading, as well as analyzed the President’s comments on the Law after its adoption in the second reading and sent their proposals and comments to the Parliament.
The revision of Law No. 3014 allowed to eliminate technical inaccuracies. Also, we invited the deputies to take into account some comments on the legal certainty, as well as the consistency of some provisions of the law with the provisions of the Constitution of Ukraine.
